The agreement was ratified by 90% of the Teachers’ Association members on April 29 and was approved by the Board of Education at its May 8 business meeting. The new contract calls for adjustments to the step and salary schedules for the next three school years that will help the district create sustainable budgets in the near term. For 2013-2014, teachers will defer their step increases until November and will receive a salary increase of 0.75%, which is not applied to the step schedule. For 2014-2015, teachers have agreed to a step freeze for the entire school year and will receive a salary increase of 1.6%. Again, this increase is not applied to the step schedule. For the 2015-2016 school year, teachers will receive their regular step increases but have agreed to a salary freeze for the entire year. The new contract also calls for teachers to contribute a larger percentage toward their health benefits. In 2009, teachers contributed 11% toward their health insurance. By July 1, 2014, this contribution will rise to 15%. Deborah D’Agostino, Board President, said, “We are pleased to have reached a compromise with the Teachers’ Association. The agreement allows us to remain fiscally responsible to the community, while preserving teaching positions and programs that are so valuable to our district. We extend our great thanks to the North Salem Teachers’ Association for their cooperation and understanding of the challenging economic conditions we face.” “I am pleased that we have been able to reach an agreement that reflects the collaborative progress we have made over the past several years,” said Henry Sassone, head of the North Salem Teachers’ Association. “Our teachers understand the challenging economic environment we live in, and are committed to preserving the academic excellence that we have developed.” The new contract, which takes effect on July 1, 2013, and runs through June 30, 2016, reflects continued cooperation with the North Salem Teachers’ Association. In the 2009-2010 school year, teachers received their step increment but deferred their annual increases for half of the school year. In 2011-2012, the teachers received their step advancements; however, the scale/schedule was frozen and they agreed to a salary freeze. And for the current school year of 2012-2013, teachers did not receive step increases. They agreed to a salary increase of .5%, an amount not applied to the step schedule. School Superintendent Dr. Kenneth Freeston commented “The district is grateful to the Association for their efforts in helping to control costs. Across the country, people have concerns about children returning to schools in the wake of the Sandy Hook shootings. In North Salem, we already have the immediate cooperation of our Police who will provide an extra presence on both campuses this week. The North Salem School District takes safety and security concerns seriously. We have an active community advisory safety committee with law enforcement, emergency management and medical responder members. We practice active shooter lock down and evacuation drills. In fact just last week conducted our lock down drill at PQ. In the longer term, our Safety Committee will look and what changes and advice will now come from school safety expert professionals as the Sandy Hook events are analyzed. From what we now know, it is clear that familiarity with lock down protocols saved lives in Newtown. On a personal note, I have lived in Newtown since 1988 with my wife Cheryl and 25 year old son Dave, who attended the Newtown schools for 13 years. We know the town, the schools and its people well. I was the assistant superintendent there for a number of years. Mary Johnson started her career as a first grade teacher at Sandy Hook Elementary school. With our closeness to the town and this terrible tragedy and with our experienced staff and administrators, we are able to apply a deep personal understanding of the effects of tragedies on young lives. We will be ready to support individual students who are having a particularly difficult time. Please let the school know if you think your son or daughter may need an extra watchful eye. These deaths have affected us all deeply. As we return to school next week, we want to share with you what we are doing to support the students and faculty. We know that students and staff will react in different ways to this tragedy. We all should expect and try to understand that there will be a variety of emotions and responses to what has occurred. The most important thing we can do is to be supportive and encourage an open expression of feelings. At school, we have created plans for responding to this tragic event focused on helping our students and faculty get back to regular learning and every day activities as soon as possible. This plan was created by our School and District Crisis Teams with support from mental health professionals from BOCES. The faculty at both schools have been briefed on our plans and will receive guidelines for discussing the deaths and reactions to them. District personnel will be available to students who need special attention and support. We will try to maintain as normal a routine and structure as the day will allow and we encourage you to do the same. Mrs. Johnson follows Roberta Reiner, who announced her retirement this spring after serving as PQ principal for fourteen years. Mrs. Johnson is an experienced elementary school leader who has served in capacities of assistant principal and principal for 20 years, following her teaching experience in grades one and two. After serving as the assistant principal of Redding (CT) Elementary School for 12 years, a community very similar to North Salem, Mrs. Johnson is currently the principal of Stadley Rough Elementary School in Danbury, CT. Mrs. Johnson holds a Masters degree from Harvard University in Teaching, Curriculum and Learning Environments and is working on completion of her Doctorate in Educational Leadership from the University of Connecticut. The selection process included interviews with the Superintendent and a broad based selection committee with parent, faculty, staff and administrative members. Finalists were interviewed by the Board of Education last week. “We are pleased to welcome Mary Johnson to North Salem,” commented Superintendent Ken Freeston. With the generous donation of time and resources from the North Salem Open Land Foundation and a wonderful garden design done by nationally renowned designer Page Dickey; work has begun on the Community Garden. The Community Garden is available to all community members within the North Salem School District. Availability is also extended to students, administration and teachers. Entry to the garden area will be open every day from morning to sunset with dedicated parking space for cars available for those using the garden. Two water spigots are located in the middle of the garden and there will be a composting area for all unwanted weeds, etc. nearby as well. The garden will be fully organic with no pesticides of any kind allowed. Also, raised bed maintenance as well as any gardening tools needed, will be the responsibility of each person/family that sign up for this gardening opportunity. PQ is a school of approximately 575 students, and is currently led by Roberta Reiner, who has worked in the district in this capacity since 1998 and is retiring at the end of the school year. “Leadership transitions are always incredibly important,” said Dr. Kenneth Freeston, Superintendent of Schools. “But never as much as they are today, when our school principals are at the forefront of managing change on a scale that has likely never been experienced in the public schools of New York.” In its advertisements, the district notes that it is seeking ‘an expert educator and leader who places a premium on critical and creative thinking, along with a willingness to embrace and exercise excellent teacher evaluation processes in the advancement of our professionalism.’ Screenings for prospective candidates are expected to begin shortly, and the selected candidate will begin the position on August 1st. The agreement, which runs through June 30, 2013, calls for a salary freeze in the current school year (0% increase), and a step freeze (0% increase). Increased health insurance premium contributions for teachers of 1% in the current year and the next year are also part of the agreement, along with a 1% increase in base salary for the 2012-2013 school year and other adjustments that carry only a nominal impact to the district. “The agreement represents a collaboration in the best interest of our tax payers and the students of the district” said Board of Education President Katherine Daniels and NSTA President Neil Broderick in a joint statement. It is responsive to the challenging economic conditions faced by tax payers, and offers a realistic and fair contract resolution. The agreement does not impact the current year’s budget appropriations (meaning it will have no additional impact to tax payers) and in 2012-1013, the agreement results in an impact to the budget that will be less than the proportionate share of the states tax cap, giving the district more flexibility to craft the budget, while providing greater relief to tax payers. The MSG Challenge is an academic quiz bowl for high school students. Schools compete in a series of elimination rounds until one team wins the tournament. The North Salem team faced Byram Hills, a past winner of this tournament and a participant in this challenge five previous times. Although they did not win this competition, the North Salem team, competing for the first time did exceptionally well. By earning 48,000 tickets for good behavior through the year, they secured a $1,000 gift to the charitable organization Friends of Karen, donated by local business Raymond Opticians. The effort is part of the school’s behavioral expectations program, Tigers CARE (Cooperate, Act responsibly, Respect each other, and Expect honesty), which this year was expanded to include the concept of philanthropy: Tigers CARE – We Share. “The theme includes the idea of giving to others, rather than just receiving personal acknowledgements for positive behavior,” says school psychologist Dennis Tendler. Friends of Karen is a North Salem-based organization that helps families of critically ill children in the tri-state area pay for medical expenses, transportation to treatments, and assistance with household expenses, among other necessities. The school hosted Project WET, a global nonprofit program dedicated to educating communities about water: the way it connects societies, all of which depend on finite water resources; the importance of sustainable water management for social and economic stability; and the critical need for individuals to take responsibility for water resource stewardship. The entire middle school participated in the day-long event, sponsored by Nestlé Waters, with students working their way through a series of five stations that illustrated various aspects of water use and water management. These included Springing to Life, an activity that required students to understand and create a spring; Super Sleuths, a station that illustrated water-borne diseases; and Incredible Journey, in which students built a bracelet of beads that represented how water molecules move through living and nonliving things – from cloud to glacier to rain to plant and everything in between. One station required competing teams of students to fill a trash can with water by passing a small bucket along a line of students. “It illustrates how inefficient hand carrying water is,” explained one student, “and how hard,” she added. “It was a great day,” said Assistant Principal George Bovino, who was on the event’s planning committee together with high school juniors Brandon Valentin and Billy Pearson and science teachers Melissa Valenti and Teresa Dzubak. More than 40 high school students, mostly from environmental clubs and the AP Environmental Science class, volunteered for the day. At the ceremony, students read excerpts from the three finalists, City of Ember by Jeanne DuPrau, Clementine by Sara Pennypacker, and The Lightning Thief by Rick Riordan.
